EU to restrict lead content in tested PVC materials



More lead-containing items will be restricted by the EU. This news was sent out on July 12, 2019, and a proposal issued at the WTO level is expected to be passed in the third quarter of 2019. After the adoption, it will take effect 20 days after the official OJEU EU Gazette, and the following content clauses will be gradually implemented in two years after the effective date. The EU reach expands the scope of lead restriction stipulated in Article 63 of REACH Annex XVII. The specific notification content of G / TBT / N / EU / 668 has the following details:

1. It is strictly forbidden to contain lead in products produced by PVC vinyl chloride polymers or copolymers.

2. If these products made of PVC polymer or copolymer have been put on the market, the allowable limit of lead content required by the test results should not exceed 0.1%.

3. It can be marked on the packaging of rigid and flexible PVC material products that can be recycled and reused.

4. Can provide 15 years of tax exemption. For rigid products with a lead content of 2% or less in PVC materials, if the lead concentration in the lead layer is increased to 0.1%, it is required to prevent the formation of lead when the recycled PVC products are leached during use Fenmo. For some flexible products, the lead content does not exceed 1%, it can provide 15 years of tax exemption, and the lead concentration in other materials will be increased to 0.1% to prevent leaching and formation of lead-containing dust during product use. Used together with recycled PVC.

5. This product provides 10-year tax-free protection, that is, a PVC silica separator and it is only used in lead-acid batteries.

6. It is required to provide written evidence of PVC recyclable sources similar to EN 15343 and similar standards for both flexible and rigid PVC products.

7. Exemption of the jewelry products described in the opening paragraph of Article 63 of Annex XVII of REACH

8. The content of the EU REACH lead limitation G / TBT / N / EU / 668 also exempts the following products:

8.1. Food contact materials and products (Regulation (EC) 1935/2004)

8.2 Electrical and electronic equipment (EEE, Directive 2011/65 / EU),

8.3 Packaging (Directive 94/62 / EC)

8.4 Toys (Directive 2009/48 / EC)
